CTU scientist to receive incentive under RA 8439

University Professor Serapion Tanduyan is entitled to receiving benefits under RA 8439 “Magna Carta for Scientists, Engineers, Researchers, and Other S & T Personnel in the Government” or “Magna Carta for S&T Personnel,” following confirmation from the Department of Science and Technology (DOST) on March 4.

DOST’s announcement  instructs the agency to act upon CTU San Francisco campus director’s qualification for said incentive effective March 4 through December 31, 2019, subject to the availability of funds in accordance with Department of Budget Management (DBM) rules.

The provision, signed into law by President Fidel V. Ramos on December 22, 1997, essentially prevents science and technology (S&T) workers from leaving the country, a scenario quite familiar to Filipinos—brain drain.

The establishment of the Center for Limnological, Aquatic Biodiversity and Mariculture in 2017 earned him the endowment, where many of his studies were conducted with help from campus researchers.

He will receive additional benefits, apart from  salary, as: honorarium, share in royalties, hazard allowance, subsistence allowance, laundry allowance, housing and quarter allowance, longevity pay, and medical examination (Sections 6 and 7). UICPA
