Foundation University, sometimes simply called Foundation or FU, is a private non-sectarian university in Dumaguete City, Negros Oriental, Philippines. It was founded by Dr. Vicente Guzman Sinco, former president of the University of the Philippines and an alumnus of Silliman University. It offers over 60 specialized higher education areas of study accredited with the PAASCU, CHED, and the Philippine Association of Colleges and Universities Commission on Accreditation.

The Dal - uy Festival or the Festival of Hope is a ritual adopted from the Japanese tradition where lanterns bearing the hopes and dreams of each participant are floated in water

The Dal - uy Festival or the Festival of Hope is a ritual adopted from the Japanese tradition where lanterns bearing the hopes and dreams of each participant are floated in water. Foundation University has adopted this ceremony 70 years ago to usher in blessings for the academic year during its founding anniversary. This has been done annually every first week of July.

The Dal-uy started with only the school administrators as participants. 40 years ago, the administration opted to include the entire university in the ceremony and the same has always been done at the Rizal Boulevard. 4 years ago, Foundation University started inviting the Dumaguete Community to join and has long been participated by interested friends. The event has also fluorished into a tourist attraction in Dumaguete City.

Today could have been another year of floating the hopes and dreams of our students. Instead, let this compilation of Dal-uy memories bring a hopeful year for the university in its dream of continued education amidst a time of crisis.
